Are there any age limits for USFSA qualifying competitions at Regional level?

Skiing or Snowboarding?

Yes, every level has an age limit at Regionals except for Senior. I think it goes like this:

Prepreliminary: under 17(groups divided into 10&under, 11&older)
Preliminary: under 17 (groups divided into 10&under, 11&older)
Prejuvenile: under 17
*Juvenile: under 13
Open Juvenile: under17
*Intermediate: under 17
*Novice: under 16
*Junior: under 17
*Senior: none

It depends on where you live though, I think some of them might be under 18 or 19, not 17
