Where can I find cheap golf equipment?

According to the rules of golf, out of bounds pertains only to the ball. If the ball is out of bounds, you must take a drop, irrespective of where you take your stance.

What is the 200 club level like?

You get relief from the cart path if it interferes with your stance. Find the nearest point of relief no closer to the hole and take 1 club lenght from there. Drop and hit from that point. But if the ball was out of bounds, it is loss of distance and stroke. Play from the previous spot.
