when the car is cold then the rpm is fine but when it gets warmed up the RPM is 3000-4000

First, I would check for a cracked vacuum line. A vacuum leak could cause your high idle. Especially around the intake manifold. Generally, if any air is leaking around the intake, it will bump up the idle. Make sure your choke is working normally, too.
